Russia has long been talk about banning tuning. Fresh Russian Interior Ministry order prohibits motorists to change the structural elements of the vehicle. Under the illegal «methods» get even training vehicles. Previously, driving schools often practiced equipping school transport additional pedals and mirrors.

This innovation has caused outrage among people with disabilities — the previously used manual control with disabilities that help them to press the pedal. Now refit came under ban.

However, the entry into force of the order does not mean a complete ban on changes in the design of cars. From now on, to get permission for the conversion, you must have the technical conclusion valuation organization, confirming compliance with the design changes made to the technical regulations. In the presence of such a conclusion the vehicle is allowed to operate.

At the traffic police say that the development is clarification on the application of the disputed order in each case (including for vehicles driving schools and vehicles equipped with manual control for those with disabilities). At the moment, there is the issue of legal uncertainty.

Accredited driving school has the right to continue to work, but if the car driving school education acquired after the entry into force of the order, it must go through the whole procedure of access to the market for each vehicle. Since these businesses are engaged, the cost of education runs the risk increase.

Another serious problem — the lack of (or insufficient number) in several regions of the organizations that have the right to prepare opinions on the conformity requirements of the security changes. There is a risk that the document is simply nowhere to be obtained, and the absence of an opinion — the basis for the refusal to register the traffic police vehicle.
