To date, the «law of the tires," as he has called, acts as a Government Resolution № 588 from 07.15.2013, in force since January 01, 2015, and the Technical Regulations of the Customs Union (CU TR 018/2011) «On the safety of wheeled vehicles», approved by decision of the Customs Union Commission 09/12/2011 № 877. This clarification is necessary to avoid confusion in the discussion of the existing provisions of the «Law on the tires." In addition to these documents, there is still made to the State Duma a bill № 464241–6 «On Amendments to the Code of Administrative Offences of the Russian Federation (to ensure the safe operation of vehicles), which has not yet been adopted and is under consideration.

If you do not put the criticism as ends in themselves, it is possible to characterize those documents as quite thoughtful, logically adjusted, which takes into account, inter alia, and the various climatic zones. The current penalty as a sanction against the violator — 2000 rubles.

The development of the controversial bill is related, first of all, to the fact that on January 1 came into force on Technical Regulations of the Customs Union «On the safety of wheeled vehicles». This regulation prohibits the operation of vehicles not manned winter tires in winter — December, January, February.

It is worth noting that in the world there is no single approach to the possibility of using summer tires in the winter months. In some European countries (mainly cold climates) such a ban is really valid. In countries with warmer climates change of tires is a recommendation, and the failure to comply with these recommendations does not entail responsibility.

The bill establishes that the decision of the regional authorities as possible ban the use of vehicles without snow tires can be changed, but only in the direction of increasing. This is due to the fact that different regions are substantially different weather conditions. However, the abolition of this rule at the level of regional law does not provide.

I think this is justified because safety first.
